What work needs help, and what will someone need to succeed?
Hiring adds more than a wage. Someone needs to explain the work, train the person, answer questions and decide what they can handle independently. Start with the job the business needs done and the support it can actually provide.
Distinguish workload, capability and authority. A person may have time but lack training, or understand the job but be unable to make a necessary decision. Those are different problems and need different responses.
